Background

Edward River Council is a regional municipality in southern New South Wales. The council was formed in 2016 after the merger of Deniliquin Council and Conargo Shire Council.

Neither of the previous Deniliquin or Conargo Shire Councils had an economic development strategy. The formation of the new Council brought with it the opportunity to create a shared vision and pathway for economic development in a region that now incorporated the regional centre of Deniliquin and the surrounding productive agricultural lands.

Project Goals

Edward River Council required a strategic plan that would guide economic development initiatives over the next five years for the larger, more diverse, municipal region.

The strategy would need to focus on Deniliquin as the key regional services hub while also recognising the increased capacity brought about by wider agricultural area and the opportunities presented by beautiful natural assets.

REMPLAN’s Involvement

REMPLAN delivered a final economic development strategy report through a staged process which included targeted consultation, economic and demographic analysis, research of regional assets, and policy review.

REMPLAN facilitated face to face consultation through targeted stakeholder engagement with the business community, education providers, Council staff and other government agencies.

Development of an issues and opportunities paper provided detailed data and background analysis that informed the final strategy.

Results

The final report delivered by REMPLAN formed the basis for the final strategy adopted by Council.

Supported by the earlier issues and opportunities paper, the final report was a succinct document that provided Council with key background information and future direction and outlined:

  • Drivers of the local economy,
  • An approach to strategy implementation,
  • Council’s role in economic development.

The final report also incorporated a detailed action plan which connected strategic objectives and key economic drivers with Council’s function.
