Background
Housing is a universal need and having the right home for you is essential to feeling safe in your community. Housing has become increasingly inaccessible across Australia which has negatively impacted people and where they live. City Councils have a major role to play in delivering housing to their communities. It is also the role of Council to review proposed developments against the relevant planning schemes.
Launceston’s housing market is at a crossroads and this Housing Plan is the roadmap to change. By planning ahead, boosting supply, and delivering the right homes in the right locations, the City of Launceston can ensure Launceston remains a liveable, prosperous, and inclusive city. This Housing Plan depicts how the City of Launceston plans to address the city’s challenges.
Project Goals
This Housing Plan aims to ensure every resident has secure, affordable, and well-located homes. By leveraging collaboration and targeted actions, the Plan seeks to promote housing diversity, sustainability, and resilience which helps shape a liveable Launceston.
REMPLAN’s Involvement
REMPLAN developed a comprehensive 15-year Plan to respond to the municipality’s unique challenges and opportunities. The Plan aligns with broader regional initiatives and addresses current and future housing needs as its existing residential strategy nears expiration. REMPLAN conducted broad ranging desktop research, a suite of stakeholder engagement workshops and targeted industry sessions, and rigorous economic and demographic analysis using our inhouse software suite. REMPLAN also worked collaboratively with the City’s project team to incorporate any changes and feedback throughout the reporting process.
Results
The Launceston Housing plan 2025-2040 was adopted by the City of Launceston in May 2025 and is now the operating Housing Strategy for the City.
