Background

As Mildura Rural City Council updates its population and housing forecasts to better inform planning for growth, infrastructure, and housing needs, a reliable assessment of land availability is needed. This residential land supply assessment ensures forecasts reflect the city’s real capacity to accommodate new dwellings. Mildura is currently facing challenges in monitoring residential land supply, with key datasets often fragmented across systems. This assessment supports strategic planning by identifying current residential supply, applying relevant constraints, and clarifying the likely timing and location of future housing delivery across the municipality, including both established urban centres, planned growth areas, and rural townships.

Project Goals

This project aims to provide Mildura Rural City Council with a comprehensive, property-level analysis of residential land supply across the local government area. This assessment quantifies the number of potential dwellings that could be delivered under current zoning provisions, development constraints, and known development approvals. The results of this work will inform population and housing forecasts prepared using the REMPLAN Forecast tool. As such, the land supply assessment provides the critical supply-side foundation for understanding the municipality’s housing trajectory and for responding to projected demand over the coming decades.

REMPLAN’s Involvement

REMPLAN was engaged by Mildura Rural City Council to undertake a detailed land supply assessment using a structured, spatially based methodology. REMPLAN implemented a four-stage yield modelling framework to provide robust, property-level estimates of future dwelling capacity, accounting for zoning, constraints, and recent development activity. REMPLAN will use inhouse software and desktop analysis to identify trends in land supply in the region and estimate residential capacity.

Results

The residential land supply assessment indicates that Mildura Rural City Council has an estimated residential capacity for approximately 15,010 dwellings across all supply categories (including currently zoned land and strategic long-term growth areas). The residential land supply in Mildura varies significantly across the different areas. The Mildura Urban region contains the largest single share of zoned land capacity, while significantly future capacity is concentrated in the Mildura South East and South West Growth areas, where unzoned land currently dominates.
